Not according to Roku. It says it is Ministra's (Infomir) problem. See the email I got:

Please be informed that, the issue is with the channel playback. Since Ministra is a private channel, we recommend you to contact the channel provider since each channel (app) on the Roku platform is built and maintained by the channel provider directly. They'll be able to best assist with this type of issue.
